Originally from Methuen, Massachusetts and a graduate from Methuen high school, Emmanuel also eaned a Bachelor of Arts Degree in Justice Administration from Hawaii Pacific University.
Emmanuel is a US Navy Veteran, who served on active duty orders aboard the USS Russell (DDG-59) an Arleigh Burke-class destroyer stationed in Pearl Harbor Hawaii. During his tour of duty from 2001-2005, he worked as a Mess Management Specialist, where his duties consisted of Division Records Keeping, bulk storeroom manager, galley watch captain duties-managing the overall production of food and preparation. Emmanuel was part of two deployments while aboard the Russell: Operation Enduring Freedom (2001) and Cooperation Afloat Readiness and Training (CARAT) in 2004. He also served in the Naval Reserves until 2009.
Emmanuel has a background in security enforcement and is a Licensed Security Officer in the State of Hawaii. Security enforcement work led him to pursue a career in law enforcement. In 2007, he was hired by the Department of Navy as a civilian DOD Police Officer. Emmanuel currently works as an active DOD Police Officer for Joint Base Pearl Harbor Hickam-Wahiawa Annex NCTAMS.
Emmanuel is a proud husband and a father of two. He enjoys the performing arts and the film industry. He is a professional actor who also holds membership into the Screen Actors Guild American Federation of Television and Radio Artists (SAG-AFTRA). Emmanuel has previously served as a voluntary Union Steward for Federal Police Officers of Hawaii and Affiliates and continues to volunteer his time to serve the Union with pride and diligence.
Graduated from Mililani High School in 1997, Sayca Gray, joined the U.S. Coast Guard in November of 1997. He served 10 years of Active Duty service and he is currently serving in the U.S. Coast Guard Reserves for 13 years.
While serving in the U.S. Coast Guard, Sayca’s duties include, Search and Rescue, Maritime Law Enforcement, and Anti-Terrorism. The military has presented Sayca with travel opportunities and he has been stationed on the West and East Coast, traveled to different islands on the Pacific Ocean, traveled to Central and South America, and was a Law Enforcement Instructor in Southeast Asia for 3 years.
Sayca Gray is currently stationed as a reservist in U.S. Coast Guard Small Boat Station in Honolulu, HI and he is currently serving as a Security Guard at JBPHH.
Born and raised in Waianae, HI, and a graduate from Waianae High School. I joined the Hawaii Army National Guard in 1987 and served honorably over 23 years. Seventeen years of which I was on special assignment to HPD’s Narcotics/Vice Airport Detail and the Drug Enforcement Administration. Duties included supporting the operations and interdiction of narcotics into the State of Hawaii, i.e. FLETC aerial and ground surveillance, Domestic Cannabis Eradication and Suppression Program (DCESP) and Green Harvest operations.
I served two tours in Iraq as a Staff Sergeant with the 2/299th CAV Unit and retired in 2010. I then joined JBPHH in 2011 as a plain clothes surveillance Guard for three and a half years and presently serve as a Guard at JBPHH-Wahiawa Annex-NCTAMS.
Tim started working for the National Treasury Employees Union in January 1996 in Washington DC. In September 1996, he moved to California where he has been working as a National Field Representative / Assistant Counsel since that time.
Tim is a graduate of Onondaga Community College and State College of New York, College at Oswego where he earned a Bachelors degree in 1989. He earned his Juris Doctor (Law Degree) at the University of Akron in 1992, and a LL.M. (Legal Masters Degree) at Georgetown University in Washington, DC in 1998 in Labor/Employment Law.
Tim is also an elected official in the State of California. He was elected to the Lake Elsinore (CA) City Council representing District 3 in 2018. He was also the California Democratic Party’s nominee for Congress from California’s 42nd Congressional District in both 2014 and 2016.
Tim has litigated more than 50 arbitration cases during his time at NTEU and has reviewed, prepared and settled close to 120 more. Prior to being assigned to Chapter 339, Tim represented NTEU’s largest chapter – Chapter 97 – for more than 10 years.
Sean currently serves as the 1st shift steward for the CNRH Chapter JBPHH WAHIAWA Annex, at NTEU Chapter 339. He is a 20 year veteran of the Department of Navy Police at Joint Base Pearl Harbor Hickam. Sean is a graduate of the University of West Oahu with BA in American Studies and also earned an AS degree in Administration of Justice from Honolulu Community College. He also served in the Hawaii Air National guard and is retired. Sean continues to proudly serve our NTEU Chapter 339 members with excellence.
Shawn serves as a Guard Officer for 3rd shift at Joint Base Pearl Harbor-Hickam at West Loch and Lualualei Annex’s and has recently accepted the union position as the 3rd shift steward for the National Treasury Employees Union, Chapter 339. He was born in San Diego, California but raised in Waianae, Hawaii where he graduated from Radford High School, class of 1999.
Shawn is currently in his bachelor’s degree program in Homeland Security and Emergency Management at Grand Canyon University and is projected to graduate November 2022. When Shawn isn’t working, he spends part of his time serving as an active member of the Island Preparedness Group (Non-profit organization) for the Leeward Coast specializing in community disaster preparedness.
Shawn has over 10 years of security experience, where he previously worked with Hana security from 2008 till the end of contract in 2012. Shawn is motivated and dedicated to serve NTEU and its members with pride and integrity.
